THE COST OF SURROGACY PROGRAMS IN ARMENIA

The costs of surrogacy programs in Armenia, compared to the costs of similar programs in other countries, are about 3,000 to 4,000 USD more affordable, which is due to some objective reasons. First, it is due to the fact that some medical services are free in the Republic of Armenia, and Intended parents pay only to choose a specific doctor. Surrogacy compensation amounts are also lower than in neighboring countries by about 1,000$ to 2,000$. Intended parents do not pay separately for legal services; as a rule, they are included in the fees paid to agencies or IVF clinics. Agency fees do not exceed $3,000. Surrogacy packages generally include only those services without which the program cannot be implemented.
Experienced surrogacy agencies sign contracts in advance for the rental of premises, with medical institutions, laboratories, and other companies and receive significant discounts based on the number of services purchased. In addition, based on experience, agencies choose the companies and specialists that provide the best service, also with the understanding that foreign Intended parents, in particular, are unlikely to be able to choose the best services for them in terms of price-quality ratio remotely. Therefore, by purchasing surrogacy program packages from an agency, they not only do not lose by paying the agency fee, but also gain money, because by purchasing the services separately and not taking advantage of discounts, they will pay more than if they purchased the same services from an agency.
The main costs of a surrogacy program are:
I. Surrogate mother’s compensation
In 2025, the final amount payable to a surrogate mother in Armenia is 17,000 to 18,000 USD, which does not include the amount payable on the day of embryo transfer, which is 400-450 USD, and the monthly payments, which are 450-500 USD. These amounts may vary depending on the surrogate mother's location, previous surrogacy experience, and health status. In addition, additional compensation may be provided for multiple pregnancies, cesarean sections, or certain medical procedures. Surrogacy agencies usually place surrogates in apartments with several bedrooms, where other surrogates live in the same area. In this case, the future parents spend less on renting apartments, and the surrogates do not have to live alone. Surrogates who have successfully completed this process in the past may charge a higher fee for their services, which is fully justified by their experience and understanding of the process.
II. Medical expenses
The bulk of the surrogacy program's payments are focused on medical expenses, as the entire surrogacy process is closely related to medical procedures. The average cost of IVF in Armenia in 2025 is about 3,000-4,000 USD, depending on the IVF clinic where it is performed. This amount does not include the surrogate mother's screening, for which the Intended parents pay an additional fee. To include a surrogate mother in the program, about three surrogate mother candidates must be screened, that’s why it is more profitable to pay the agency for an already screened surrogate mother. Intended parents also pay for medication, vitamins, the surrogate mother's pregnancy management, and childbirth. It should be taken into account that additional costs may also arise, for example, costs related to the surrogate mother's hospitalization or in the event of necessary medical intervention after childbirth, which are also covered by the Intended parents.
III. Legal support
The conclusion of a contract between the parents and the surrogate mother is a mandatory step to ensure legal protection for all parties to the process. The agency's services, as a rule, also include consultation, preparation of all necessary documents, as well as registration of documents after the birth of the child. Future parents pay only for notary services.
IV. Surrogacy agency services
Surrogacy agencies mainly select surrogate mothers, organize preliminary examinations of the surrogate mother, coordinate medical procedures, and organize legal support for future parents. In Armenia, the amount to be paid for agency services in 2025 does not exceed 3,000 USD, which includes the costs of surrogate mother’s screening, legal services, obtaining the necessary documents for the implementation of the program, and submitting documents to the consular section of the relevant embassy.
